I was combing through the internet and I stumble upon a website which will help you design very good template as you want it without any technical know how. I want share with you the website. I must walk you through the following steps.

Click on template wish to use ( HTML,Word press,Joomla! and Microsoft ASP.net)
Creates custom backgrounds, buttons and borders with transparency, shadows and gradients. Pick from one, two or three column layouts.
Choose from over 60 color schemes or create your own.
Upload your own custom page backgrounds, textures or logo.
Finally, export your customised template to WordpressThemes, Joomla Templates, ASP.net Master Pages or plain HTML Templates.
NB: if want to save it for future purposes you can sign up.
